Program Description

The South Moresby Agreement of 1988 contains specific references to certain items and goals that were drawn up by the Federal and Provincial Governments. Culture as it Relates to Tourism was included as a mandated item. It was defined as follows

The interplay between tourism and the deliberate or incidental experiences of culture

  •  the values of this interplay will be measured by the benefits to culture.
  • the benefits to tourism are assured by the continuing and expanding culture

The Board of the Gwaii Trust Society notes that the above definition is broad, and while it interprets Haida culture as the primary culture of Haida Gwaii as it relates to tourism, it is not the only culture in Haida Gwaii. In this respect the Board interprets culture “as not one or the other,” but an evolutionary concept that evolves with life and time.

Guide to Applicants

The Board will allocate up to $150,000.00 in the initial 2009/2010 fiscal year to projects submitted by communities. In general, the Board will accept cultural project applications that develop the interplay between tourism and the experience of culture, and which are demonstrably beneficial to culture continuing and expanding. Tourism infrastructure and planning feasibility studies are of special interest.

Key tests for project support are merit and need, which must be demonstrated by project proponents to the Board.

This Program remains as one of the original programs mandated by both the federal and provincial governments.  The premise is that the expanding culture of the Islands (all cultures evolving with life and time) would / could be used to enhance the tourism marketplace either “deliberately or incidentally”

  • Approved for this fiscal year (2009-2010) $150,000.00
  • Available for this call $ 50,000.00 (three allocation call per year)
  • Equity requirements 0%
  • Maximum application $45,000.00
  • Key test: Merit & Need
  • Core funding:- Not Available
  • Administrative costs 10% maximum (but not if the persons administration of a project is a paid element of that persons employment within the organization applying)
  • Facilitators cost maximum $500 per day
  • Special interest given to tourism infrastructure and tourism planning feasibility studies.
  • Letter of support (preferably 2 – from unrelated parties).
  • Cost quotes from all suppliers and other verifiable expenses.
  • Letters confirming all other income sources.
  • Meet at least one Constitutional Goal and Objective of the Gwaii Trust.
  • Clear project process description of all aspects of the project from start to finish – including final evaluation.
  • Funded as 20% upon approval (1st request), balance through invoice matching approved advance, last 20% is held until confirmation of project completion and final evaluation  documentation received.
  • All projects approved  with  as equity component will be funded to the same degree as the equity approved
  • All advances will be funded upon the receipt of invoice, based on the percentage of the project funding approved
  • Projects greater than $25,000.00 will be subject to a minimum of two site visits, with one occurring at project completion.
  • On projects in excess of $100,000.00 there will be a minimum of three site visits, with one occurring at project completion.
  • On Projects in excess of $100,000.00 there will be some type of recognition posting citing Gwaii Trust as the (or a) funding source.
  • On all projects where funding is outstanding over one year, site visits will be accompanied by shortened reapplication from the applicant that must be pre approved by the Board in order to advance any further funding.
  • Projects outstanding for longer that one year will have site visits and accompanying reports forwarded to the board at least quarterly.
